In general, bugs should be reported upstream, and they will be automatically incorporated in Phantom Linux. N.B.: When you report in the bug tracking system of another distribution, you should not mention that you are using Phantom Linux, as you would be quickly turned down. However, we deem that it is correct to report outside Phantom Linux, because it adds nothing but themes and configurations.
